I've read a number of magazine articles on situations like this. The problem usually turns out to be some worn suspension component. Some- times it's a bushing, sometimes it's a boll-joint, sometimes the shocks. Not sure what else to say. Has the shop tried balancing the wheel ON the car? If the balance-point changes, that would indicate that the hub or rotor (well, same thing actually!) are out of balance. Or that one lug bolt is made out of Tungsten (heavy) and the rest out of Titanium (light)? Dunno what to tell you, but it sounds like it can get expensive...
