The fuel injection on this engine is controlled by a set of points in the distributor, similar to ignition points. Like ignition points, they need to be clean and properly adjusted, and are often neglected. I'd start with replacing them. Also, with the age of these engines, there can be a lot of leaks in the various vacuum hoses on the engine. Check all of these to ensure that they are in good condition. Another gremlin in the 914 that causes some strange problems is the FI computer. The computer board has a tendency to crack, and the cracks create short circuits. If this is the problem, a rebuilt computer can make all the difference. Hope this helps--Lemme know.
