This is to leave the traffic side lights on when parked next to the road--required in some european countries. Make sure the turn signal indicator bulb in the tach is good, and that the tach wiring on the back of the tach is intact. On earlier cars, you have to pull the cardboard cover off the front of the dash from inside the boot to access the instruments for removal. Each one retained by a U-shaped bracket and two nuts. It's a little bit of a PITA, but necessary to pull the tach. On later cars, the instruments are retained only by the rubber grommet, and can be pulled out from the driver's seat. (Sorry, I'm not sure what year the change was made, but I think my '71 had the old system of instrument retention.) Now that you are sure the flasher is good, also make sure the flasher relay socket is clean. Spray the holes with WD-40 or contact cleaner, and clean them out with a pipe cleaner.
